Between 20th and 24th April 2026, students undertaking the Master of Public Policy and Management (MPPM) Programme at Strathmore University Business School (SBS) were immersed in an extraordinary learning experience at the Lee Kuan Yew School of Public Policy (LKYSPP), National University of Singapore. Set against the backdrop of one of the world’s most compelling development stories, the international module offered a deep dive into the realities of public policy in action.
Themed “Public Policy in Practice: The Singapore Experience”, the module was designed to move learning beyond theory, giving students a front-row seat to the systems, strategies, and institutions that have shaped Singapore’s remarkable transformation. From its early years as a resource-scarce nation to its emergence as a global economic powerhouse, Singapore presents a case study in deliberate, long-term, and integrated policy design.
Throughout the week-long module, the students engaged with leading practitioners and scholars across critical domains shaping modern states. These included Singapore’s economic development trajectory and governance architecture, infrastructure and transport systems, and the evolution of education and social security frameworks. The discussions also explored forward-looking themes such as smart nation initiatives, digital transformation, and the complexities of managing inequality, diversity, and multiculturalism in a rapidly evolving society. Healthcare innovation and service delivery further illustrates how policy can directly influence quality of life.
What set this module apart was its strong emphasis on experiential learning. Beyond the lecture halls, students participated in immersive study visits to key national institutions, gaining firsthand insight into how policy is translated into tangible outcomes. Engagements with the Urban Redevelopment Authority and the Housing & Development Board provided a closer look at Singapore’s approach to urban planning and public housing; two pillars often cited as central to its success. At the Urban Redevelopment Authority (URA) Singapore City Gallery, students met with Brian Tan and Linda Lui to understand the long-term strategic plans that ensure Singapore remains sustainable and liveable. This was followed by a visit to the Housing & Development Board (HDB) MyLivingSpace Gallery, where Alan Tan and Loy Kwee Wah showcased various public housing configurations; ranging from flexi to 5-room flats and explained the transformation of community living. The journey continued at the Marina Barrage and Sustainable Singapore Gallery. There, students learned about Singapore’s 15th reservoir and the country’s multifaceted approach to climate change and resource management.
Collectively, these experiences offered more than just knowledge; they created space for critical reflection. Students were challenged to think about the applicability of Singapore’s model within their own contexts, particularly in Africa, where governance, urbanization, and service delivery remain pressing concerns.
At its core, the module underscored a powerful insight: that strong institutions, long-term planning, and cohesive policy frameworks are fundamental to driving inclusive growth and sustainable national development. It also reinforced the importance of leadership, adaptability, and evidence-based decision-making in navigating today’s complex policy environments.
