Towards the end of December 2020, Strathmore University Business School graduated 52 County Co-operative Officials from the Public Policy Making Process Programme.<\/p>\n

The PPMP Programme was designed and delivered by SBS in partnership with Global Communities\u2019 USAID-funded CLEAR Program. This capacity-building program was created to support County Executive Committee Members (CECM), Chief Officers, County Cooperative Commissioners as well as County Cooperative Directors and Officers to increase their abilities to work with cooperative stakeholders to set the policy agendas for their counties.<\/p>\n

Cohort three participants of the Public Policy Making Process Programme came from five County Governments: Bomet, Tana River, Vihiga, Nakuru, and Bungoma.<\/p>\n

This group marked the third cohort of the Programme following the successful training and graduation of 55 county County Cooperative officials drawn from county governments of Narok, Kiambu, Nandi, Homa Bay, and Nyeri for Cohort one and 40 county cooperatives officials drawn from Mombasa, Kilifi, Taita Taveta, Makueni, and Kericho counties for Cohort two.<\/p>\n

The Public Policy Making Process Programme is designed to enhance capacity in the following areas; policy and legislative design, formulation, implementation, and monitoring and evaluation; negotiation and advocacy upskilling as well as stakeholder mapping and engagement and agenda-setting in the context of gender mainstreaming and cooperative development.<\/p>\n

Mr. George Ototo, MBS, Managing Director Kenya Union of Savings and Credit Co-operatives (KUSCCO), speaking during the graduation ceremony congratulated the participants on their successful completion and graduation from the Public Policy Making Process (PPMP) Programme. He further applauded SBS and Global Communities for their participation in designing delivering the PPMP Programme. \u201c I want to relay the deepest gratitude to Global Communities and Strathmore University Business School for designing and delivering this capacity-building course, which is critical in creating an enabling environment for cooperatives to thrive,\u201d he said.<\/p>\n

Speaking during the graduation ceremony, Bomet County Governor Dr. Hillary Barchok emphasized the timeliness of the PPMP Programme. \u201cThis training Programme comes at an opportune time as the country gears up to achieve the Big 4 agenda on Food Security and Nutrition. Cooperative enterprises provide avenues for mobilization of domestic savings, promotion of cost-effective procurement and distribution of farm inputs, acquisition of new technologies, upgrading of facilities and value addition,\u201d he added.<\/p>\n

The Public Policy Making Process Programme curriculum was designed by Faculty members from the\u00a0Strathmore Institute of Public Policy and Governance (SIPPG)<\/a>\u00a0in partnership with Global Communities through the USAID\/ CLEAR Program.<\/p>\n

PPMP was developed out of a baseline survey conducted by Global Communities in 33 counties seeking critical information to better understand the status and levels of policy formulation skills, understanding, and appreciation of their role in creating an enabling business environment for the cooperatives to thrive. The findings of the survey revealed a significant gap in these areas. Global Communities, therefore, went ahead to develop a Policy Legislation Affairs (PLA) strategy that would provide for a holistic approach.<\/p>\n
